Google, Nvidia and Emerald AI Launch Alliance to Make Data Centers Flexible Grid Citizens
The AI Energy Management Alliance launches with 18 members, including Google, Nvidia, Anthropic, National Grid, AES and NRG, to reward data centers that reduce power demand during peak hours with faster grid connections.
Google, Nvidia and Emerald AI have founded the AI Energy Management Alliance (AEMA), a coalition of 18 companies spanning the AI and energy industries, to push for a new model in which data centers that flexibly reduce their power consumption during peak demand hours are rewarded with faster and larger connections to the electric grid.
The alliance launches with members including AI frontier lab Anthropic, utility National Grid, and power producers AES and NRG. Its central premise is that if data centers change how they operate to support the communities that host them, they should be granted quicker access to power. The group plans to advocate for that approach with state and federal regulators.
The initiative addresses a growing tension in the U.S. power system. Electricity bills have risen nationwide, and residents worry that surging AI demand could push rates even higher by forcing expensive grid upgrades. Flexible data centers that act as good grid citizens avoid the peak demand moments that trigger the costliest upgrades, making better use of existing infrastructure. The Brattle Group estimates that each 10 percent gain in grid utilization lowers rates by about 3.4 percent.
Today, a new U.S. data center can wait a decade or more for a grid connection, a delay that the alliance says endangers American competitiveness in AI and national security. Utilities must maintain enough capacity to serve everyone when demand is highest, including on sweltering afternoons when air conditioners run at full tilt. Much of that capacity goes unused at other times, leaving the grid only about 50 percent utilized on average. If AI data centers were just moderately flexible during the grid’s worst hours of the year, the alliance estimates America could unlock 100 gigawatts on the existing grid for flexible data centers.
Several technologies can make AI data centers flexible power users. Batteries can carry facilities through peaks, on-site generation can support demand, and software can slow, pause, or shift less urgent computing. The alliance is technology-neutral and champions policies that reward any data center that can measurably provide relief to the grid.
There is already a track record of proof. Google runs a nationwide demand-response portfolio of roughly a gigawatt. Emerald AI and Nvidia have completed six global demonstrations of flexible data centers. Later this year in Virginia, Nvidia, Digital Realty and Emerald AI will turn on what is described as the world’s first power-flexible AI factory at nearly 100 megawatts, designed to prove that a data center can be a precise, controllable load rather than drawing constant, unyielding power around the clock.
Data center developers that cannot get power are already building campuses that generate their own electricity. But the cost and complexity of powering an off-grid data center makes AI more expensive and inevitably raises costs for everyone else, because private systems and the public grid compete for the same turbines and transformers. That behind-the-meter approach also deprives utilities of the anchor customers that flexible data centers represent, high-paying customers whose revenue could have funded upgrades and held rates down for others.
State and federal regulators are already examining flexible data centers as a potential solution. In June, the Federal Energy Regulatory Commission directed the six regional grid operators it oversees to make room for large customers willing to limit their draw in return for faster connections. Texas’s grid operator is finalizing rules letting controllable data centers connect sooner, and Silicon Valley Power, a California municipal utility, has launched the nation’s first flexible-load interconnection program.
AEMA will press its case in state capitals and in Washington. Its ask of governors, regulators and federal policymakers is simple: offer data centers that commit to flexibility a faster and larger grid connection, and hold them to it. The alliance argues that the country can have more AI innovation, a stronger American hand in the technology race, reined-in energy bills for host communities, and a more reliable grid with the means to improve itself. AI data centers, it says, are ready to provide the flexibility.
